Thomas Dawson is a Director based in Resolution Economics’ Washington, D.C. office. Tom is a nationally recognized expert in healthcare valuation, regulatory compliance, and forensic economics. With more than 30 years of experience in government, private sector leadership, and litigation consulting, he has built a reputation for delivering defensible, regulation-driven analyses that stand up in the most complex disputes.
He advises clients on Fair Market Value (FMV) and Reasonable Value determinations, Medicare Set-Asides and Medicaid liability reviews, medical billing and coding audits, medical necessity assessments, and future medical cost valuations with present value (PV) analysis. His expertise also extends to life care plan valuation and critique, Affordable Care Act (ACA) and health insurance policy, ERISA plan regulation, and healthcare compliance and fraud reviews.
Before joining Resolution Economics, Dawson founded and served as CEO of TD&P Consulting, Inc., where he created the Forensic Healthcare Valuation Methodology (FHVM)—a structured framework that integrates federal reimbursement standards, statutory compliance, and multi-payer benchmarks into defensible valuations. FHVM has been applied in hundreds of matters nationwide and operationalized into analytic platforms.
Earlier in his career, Dawson served as Health Care Counsel for the U.S. House Committee on Small Business, where he contributed to provisions of the Affordable Care Act (ACA) involving provider reimbursement, small group health plans, and insurance regulation. He also held senior roles at the U.S. Department of Labor, focusing on ERISA, employer-sponsored health plans, and healthcare compliance.
A frequent speaker and published author, Dawson has written extensively on healthcare valuation, compliance, medical damages, and health insurance policy, and continues to publish and present widely on these topics.
